The Challenge 

In 2019, ICON needed to strengthen its internal development capability to support critical platforms and deliver a growing pipeline of priority enhancements. The brief was sharp: experienced, dependable developers who could integrate quickly into an operational environment, contribute from day one, and operate effectively under the demands of an emergency services context. 

Standard staff augmentation was not the answer. ICON required delivery partners who could hold their own inside a mission-critical environment, understand the tempo, and be trusted to make sound calls under pressure. 

The Solution 

TSC deployed a core team of three developers embedded within ICON's environment. Rather than sitting alongside the internal team, they operated as part of it, aligned to ICON's standards, its cadence, and its operational reality. 

The team's remit covered: 

  • Development capacity across mission-critical systems 

  • Enhancement delivery, defect resolution, and change request turnaround 

  • Support for applications used daily by RFS personnel, particularly during peak operational periods

The Outcome 

Since 2019, ICON's operating environment has matured significantly. System demand has grown, user expectations have risen, and digital platforms have become more deeply woven into frontline operations. The focus has shifted from maintenance-led delivery to continuous improvement and capability uplift, aligning systems to evolving operational needs. 

Outcomes delivered to date include:

The engagement has now been extended to reflect the next stage of ICON's operational maturity. The renewed scope maintains a dedicated development capability across ICON's core systems, focused on: 

  • Ongoing support and optimisation of existing platforms 

  • Delivery of enhancements aligned to evolving operational requirements 

  • Maintaining high availability, resilience, and performance 

  • Supporting surge demand during peak fire and emergency periods 

Three factors drive the extension: continuity and deep system knowledge in complex, mission-critical environments; responsiveness to changing operational priorities; and continuous enhancement to keep platforms fit for purpose. In an emergency services setting, these are not optional. They are structural requirements of operational readiness.
